Groundbreaking course brings opposing parties together to improve decision making

The recent Aspen Institute New Zealand course on Evidence and Values Based Decision Making for Members of Parliament marked a significant milestone in parliamentary professional development. Held at the Beehive and sponsored by the Parliamentary Education Trust, this groundbreaking course brought together MPs from various political parties. The course fostered an environment that emphasised stepping back from the daily grind to reflect and learn together, regardless of party politics, to improve decision outcomes for all New Zealanders.


Expertly led by Neil Jacobstein, the course introduced participants to the Evidence and Values Based Decision Making Framework, a comprehensive nine-step approach designed to enhance decision making processes and outcomes. Spanning one and a half days, the course was delivered in three modules, each offering condensed summaries and optional readings to deepen participants' understanding of critical issues.

Key questions explored:

  • What is evidence and how can we use it systematically? The course examined the fundamental role of evidence in decision-making, emphasising the need for publicly disclosed and validated information.

  • How can we ensure that our own values are utilised powerfully? Participants explored the implications of personal values, addressing the intricacies of decision-making trade-offs and understanding the relative strengths of values.

  • How can we use an evidence and values framework to improve decision outcomes? The course delved into combining evidence and values within a systematic framework, addressing decision errors, risks, time frames, and other constraints.
